State Tax Exemption

In the 2018 Legislative Session, both houses passed a $15,000 tax exemption bill for all age 55 and over for all members of the Uniform Services and their surviving spouses.  Bills were proposed last year that attempted to waive all retirement income from state, but were not completed during the 2020 shortened session. 

Again in the 2021 session, several bills have been introduced that will attempt to waive the cap over time or to raise the cap: none of these passed in the timeframe permitted by State Law.   We must continue to reach out and remind our representatives that Maryland is one of the few states that tax military retirement, and we need to take action to stem the exodus of retiree to otter states.

Two bills were passed last session that can enable local jurisdictions to waive part of the property tax under certain circumstances last session.  In the 2021 session, SB 258 expands the existing property tax credit for disabled veterans by lowering the threshold from 100% disability to 80% disability.  Importantly, the legislation would apply not only to disabled active duty service members and disabled veterans but to qualifying surviving spouses of individuals who died in the line of duty.  This is another idea that needs to be reintroduced in 2022.
