The Star Spangled Banner Chapter of MOAA supports the JROTC programs in several High Schools in Baltimore City and Baltimore County which include Air Force, Army, Navy & Marine JROTC programs. The MOAA JROTC Award is presented to a graduating Cadet who demonstrates outstanding citizenship, personal responsibility and service to the community and country. 

CAPT (ret) John Backer, USN, a graduate of Baltimore Polytechnic Institute himself, presented the MOAA JROTC Award to AF Cadet Yabili U. Pembamoto at BPI on 24 April 2025.

CAPT (ret) Chuck Rishell, USMC presented the MOAA JROTC Award to Marine 2LT Brenna Glessner at Franklin High School on 14 May 2024.
