The Star Spangled Banner Chapter supports three US Army ROTC programs in the greater Baltimore area. Loyola & Towson Universities held their Winter Commisioning Ceremony on 19 Dec 2025. Col (Ret) Frank Hilsher, our ROTC Chairperson, attended and was the guest speaker. Three Towson University Cadets were sworn in. 

MOAA continues to support these programs and the future officers in a variety of ways. At Commissioning, each Cadet receives a copy of the "Army Officers Guide" as a gift to serve as a reference as they enter into the Profession of Arms. 

Thanks to all the members that contribute to providing the "Army Officers Guide". It is much appreciated by the new 2LTs.
