    Dr. Regan H. Campbell

     Dr. Campbell is the Major Program Manager for the Guided Missile Frigate Program Office. She is charged with assembling the technical and programmatic team necessary to achieve aggressive program timelines, which are regularly heralded as an example of accelerated acquisition. Dr. Campbell has programmatic, technical, and fiscal responsibility for the success of this ~$19B program, which represents the future of the small surface combatant force.

    Dr. Campbell's professional career began at the National Transportation Safety Board. She then worked as a Research Psychologist at the Georgia Tech Research Institute (GTRI). Her designs were selected by Boeing to be employed in the Unmanned Combat Air Vehicle-Navy (UCAV-N) program. Because of her work on UCAV-N, Dr. Campbell was recruited by the Naval Air Warfare Center's Aircraft Division, where she primarily worked on unmanned vehicle command and control and mission planning. In 2005, Dr. Campbell was selected into the Naval Sea Systems Commander's Development Program (CDP). As part of CDP, she completed rotations in the Aircraft Carrier Program Office, Pearl Harbor Naval Shipyard, the Amphibious Transport Ship Program Office, Northrop Grumman Ship Systems, and Deputy Assistant Secretary of the Navy (DASN) Ships.

    After completing CDP in 2007, she joined Human Systems Integration (HSI) Directorate as Requirements Division Director and later became the HSI Technical Director.  She then served as the Office of Naval Research Science Advisor to Third Fleet. Dr. Campbell was then the Director for Undersea Technology and Deputy Undersea Warfare Chief Technology Officer.  In these roles, she oversaw the submarine force's Research and Development portfolio and managed the strategy for identifying, prioritizing, and aligning S&T investment efforts.  For these efforts, she was awarded a Navy Meritorious Civilian Service Award.  She was also the Program Manager for the Advanced Submarine Systems Development portfolio. 

    Dr. Campbell has a Bachelor of Science (B.S.) from Embry-Riddle Aeronautical University, a Master of Science (M.S.) degree and a Doctor of Philosophy (Ph.D.) degree from the Georgia Tech, a Master of Business Administration (M.B.A.) degree from Arizona State University, and a M.S. in Ocean Engineering from Virginia Tech.  She has more than 20 professional publications. Regan is married with five children and resides in Maryland.
